PROFESSIONAL EXPERIENCE
Mr. Ruiz supports clients in disaster preparedness and emergency response and in enterprise-wide workforce, recruitment, and career development arenas, leveraging his 47-year U.S. military and federal career experience in emergency management, homeland security, and public health.
Prior to joining The SPECTRUM Group (TSG), Mr. Ruiz served as the Senior Advisor to the Director of Human Capital Workforce Solutions at the CDC, where he developed and implemented workforce development and recruitment programs. Previously, he served in several leadership roles at the CDC, including as Deputy Director for Management and Operations, where he facilitated the CDC’s response to the Zika outbreak and Hurricane Maria recovery efforts, and as the Management Officer of CDC centers including the National Center for Birth Defects, the National Center for Injury Prevention, and the National Center for Chronic Disease and Prevention.
Earlier, Mr. Ruiz served a 23-year U.S. Coast Guard career, culminating in his serving as a Medical Warrant Officer and Senior Healthcare Policy and Publications Coordinator, a role in which he managed and led several large medical and dental clinic environments and developed aviation medical standards policy for pilots and crewmembers.
Mr. Ruiz is an International Coaching Federation (ICF) certified professional development coach with more than 800 hours of coaching experience. In addition to his work at TSG, he coaches personnel at the CDC and U.S. Department of Energy, and serves as an adjunct professor at the University of Georgia College of Public Health. Mr. Ruiz is fluent in Spanish.
