General Bullard supports clients in sensitive and complex counterintelligence, law enforcement, risk mitigation, security, counter-insider threat, and executive protection investigations and operations domains, with strong expertise in U.S. Air Force and Space Force garrison and deployed operations.
Prior to joining The SPECTRUM Group, General Bullard served a 30-year Air Force career. As Commander of the Department of the Air Force Office of Special Investigations (OSI), the Air Force and Space Force’s worldwide federal law enforcement, security, and counterintelligence agency, he supervised 3,900 personnel in 300 locations across six continents, protecting 700,000 Air Force and Space Force personnel and $2 billion in resources worldwide. General Bullard was responsible to the Secretary of the Air Force for all major Air Force and Space Force counterintelligence and federal-level, complex law enforcement investigative and operational activity, including global counterintelligence support to deployed operations, special access program (SAP) security, counter-insider threat investigations and operations, and executive personnel protection. He also served as lead advisor to Air Force, Space Force, and Joint Force senior leadership on OSI portfolio matters.
General Bullard served in numerous OSI senior leadership roles, including as Commander of OSI Region 2, OSI’s Air Combat Command (ACC) Wing, where he led OSI’s largest operational portfolio covering ACC bases in the U.S., the Middle East, and Central and South America.
