
Dr. Teresa Pohlman supports clients across homeland security, infrastructure, environmental policy, and energy domains. With more than 35 years of executive-level leadership, she has directed nationally-recognized programs for both public and private sectors, including responsibility for budgets over $1 billion annually. She delivers exceptional expertise in resilience strategy, environmental compliance, federal energy programs, and infrastructure modernization across defense and civilian agencies.
Prior to joining The SPECTRUM Group, Dr. Pohlman served as the Executive Director for Sustainability and Environmental Programs at the Department of Homeland Security (DHS), a Senior Executive Service (SES) role in which she established and led enterprise-wide initiatives in resilience, energy, and environmental policy. She developed strategic frameworks, authored policy adopted across DHS, led high-profile negotiations such as the Plum Island Consent Agreement, and secured historic funding under the Inflation Reduction Act.
Earlier, as the Tenant Activities Group Leader for the Pentagon Renovation Office, Dr. Pohlman led strategic planning and stakeholder integration for the Pentagon’s post-9/11 redesign and force protection. Previously, she served as Chief, Environmental Division Chief in the Office of the Civil Engineer, Headquarters U.S. Air Force, where she managed global environmental programs and international agreements. Dr. Pohlman also served as major program manager for the USAF Base Conversion Agency, Naval Facilities Engineering Systems Command (NAVFAC), Mare Island Naval Shipyard, and Naval Coastal Systems Center (NCSC).
