Mr. Dugan supports clients in multinational defense and export arenas, especially in the Kingdom of Saudi Arabia (KSA), the Middle East, and Africa. With more than 40 years of full-time residence and service in KSA and the Middle East, focused on government-to government defense equipment and offset training program delivery, he delivers valuable network connections and exceptional expertise.
Prior to joining The SPECTRUM Group, Mr. Dugan served as the General Manager and CEO of BAE Systems and of the Saudi Development and Training Company. His responsibilities included serving as Base Manager at both the King Faisal Air Academy (KFAA) Riyadh Base and the Al Kharj Prince Sultan Air Base (PSAB). Mr. Dugan also previously managed business and support activities for the UK government’s largest overseas military and defense export program (originally the Al Yamamah UK-Saudi government agreements) and its multinational workforce. He also served in the UK Royal Navy, retiring as a Commander.
Mr. Dugan was awarded the Order of the British Empire (OBE) for services to British business interests and the British community in Saudi Arabia for and on behalf of the UK government. He was also awarded Fellowship in the Royal Aeronautical Society (FRAeS). He founded and previously served as governor of the Multinational School Riyadh. Mr. Dugan also previously served as Head of Health & Safety, Executive Directors European Safety Council; founding Board Member, Alfaisal University, Riyadh; Co-Chairman, King Faisal Education Council for Modern Education and Engineering; Chairman, British Business Group; Chair and Advisor, Riyadh Industrial Planning Board; and Co-Chair, MODA Officer Recruitment Selection Board.
Outside of his work at The SPECTRUM Group, Mr. Dugan has served in several US and UK corporate and board positions, including at Redwood Global, Gulf Development International, the Anglo American Group, and Vestige.
