PROFESSIONAL EXPERIENCE

Ms. Comans supports clients in financial management, disaster operations, and organizational change, drawing on her 20 years of senior executive Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) experience. Delivering operational leadership and deep fiscal expertise, she has managed multi-billion-dollar budgets and simultaneously led nationwide disaster-response field operations.

Prior to joining The SPECTRUM Group (TSG), Ms. Comans served as FEMA’s Chief Financial Officer (CFO), overseeing a $32B annual budget and securing more than $300B in supplemental disaster recovery appropriations while providing strategic counsel to DHS leadership and Congress on funding priorities, disaster relief allocations, and resource strategy. She previously served as FEMA’s Deputy Administrator (Acting) and Chief Operating Officer (Acting), including during the height of the COVID-19 pandemic. Ms. Comans also served in the field as Deputy of FEMA’s National Incident Management Assistance Team – Gold, leading federal coordination during major emergencies, and as Associate Administrator of External Affairs (Acting), where she led FEMA’s communications, congressional affairs, and intergovernmental coordination strategies.

Previously, Ms. Comans served in key DHS and Transportation Security Administration (TSA) leadership roles, including as the inaugural Chief of Staff for the DHS Joint Requirements Council (JRC), where she built governance structures and internal operations to coordinate $43B in annual investments. As Branch Chief of TSA’s Office of Budget and Performance, she led more than $1B in annual appropriations for programs including the Federal Air Marshals, air cargo, global strategies, and industry engagement.
