Alexandria, Va. – January 24, 2025 – The SPECTRUM Group (TSG) is pleased to announce that Brigadier General David “Dave” Foley, U.S. Army (Ret.) has joined our firm. General Foley supports clients in strategic planning, organizational management, change leadership, and leader development domains, leveraging his more than 30 years of experience in global, multi-partner operations and in junior through executive leadership training.

Prior to joining TSG, General Foley served a 30-year U.S. Army career, culminating in his serving concurrently as Deputy Commanding General of the Combined Arms Center, Provost of Army University, and Deputy Commandant of the U.S. Army Command and General Staff College. He was responsible for delivering the highest levels of transformational leadership, advising, and oversight for the Army’s leader development and professional education programs across both the military and civilian sectors.

General Foley previously served as the Deputy Director for Operations, U.S. Central Command, where he leveraged U.S., NATO, and Middle East national security objectives to negotiate optimal strategic defense capabilities for Saudi Arabia, the UAE, Qatar, and Israel, and led sensitive multinational and special forces missions within Iraq, Syria, Afghanistan, and Yemen. Earlier, he served as the Deputy Commanding General, Operations, for the 101st Airborne Division (Air Assault); Deputy Operations Officer, Resolute Support Mission (Afghanistan); and Commander, 1-2 Stryker Brigade Combat Team.
