PROFESSIONAL EXPERIENCE
Mr. Beehler supports clients working in environmental and energy arenas, with particular expertise in installations, Department of Defense (DoD), and Army programs and policy. He delivers more than 30 years of legal practice across environmental enforcement, energy management, safety, occupational health, sustainability, installation real estate, water resources, and public-private partnerships.
Prior to joining The SPECTRUM Group, Mr. Beehler served as the Senate-confirmed Assistant Secretary of the Army for Installations, Energy, and Environment, where he led the 2020 Army Installation Strategy and was responsible for policy and oversight of sustainability and environmental initiatives as well as design, military construction, operations and maintenance (O&M), BRAC, privatization of the Army real estate portfolio and installations, and environment, safety, and occupational health (ESOH) matters.
Previously, Mr. Beehler served as the Acting Deputy Under Secretary of Defense for Installations and Environment and the Assistant Deputy Under Secretary for Environment, Safety, and Occupational Health. This included serving as the first DoD Chief Sustainability Officer, responsible for implementing the President’s 2007 Executive Order 13423 on Energy, Environment, and Transportation. Mr. Beehler also served as a senior trial attorney in the Department of Justice, Environment and Natural Resources Division, Environmental Enforcement Section, and as a counsel on the Senate Judiciary Committee.
Mr. Beehler’s private-sector work includes serving as a Senior Advisor for FaegreBD Consulting, advising clients working in DoD and government agency energy, climate, and environmental arenas, and as a member of Earth and Water Law, providing environmental services and water resources legal and consulting services. He is a member of the bar in Washington, D.C., Maryland, and Virginia.
