PROFESSIONAL EXPERIENCE
Admiral Druggan supports clients working in major U.S. Navy and DoD technical programs, with strong expertise in integrated air and missile defense (IAMD) systems for the U.S. and its partner nations. He is DAIWA Program Management Level 3 certified, with deep experience in contracting and acquisition, including large weapon systems, software-intensive development, and multi-year weapon procurements.
Prior to joining The SPECTRUM Group, Admiral Druggan served a 33-year U.S. Navy career, culminating in serving as the Program Executive, Aegis Ballistic Missile Defense (Aegis BMD), Missile Defense Agency (MDA). He led $3B-plus in Foreign Military Sales (FMS) and delivered major capability advances in complex missile systems and system-of-system integration, including Aegis BMD engage-on-remote capability, the use of third-party data from TPY-2 via C2MBC, and MDA implementation of space domain awareness from Space C2 to Aegis ships via C2BMC integration. Earlier, Admiral Druggan served as Commander, Naval Surface Warfare Center (NSWC), Naval Sea Systems Command (NAVSEA), leading $6B in research and development (R&D) and sustainment efforts across additive manufacturing, radar development, advanced ship design and integration, explosive ordnance disposal (EOD), robotics, and data science domains. As Major Program Manager for Integrated Warfare Systems (PEO IWS 1.0 and 1.0F), he led development, design, integration, procurement, modernization, testing, certification, and sustainment of the Aegis combat system for more than 80 ships, including Naval Integrated Fire Control – Counter Air (NIFC-CA), integrating Aegis, SM-6, CEC, and E-2D Hawkeye systems, and improved interoperability of Aegis, SSDS, and joint Link-16 systems.
Admiral Druggan served as Special Assistant to the Chief of Naval Operations (CNO) and Vice CNO, and was a founding member of Navy Operations Group DEEP BLUE. He served on five destroyers, including as Commanding Officer of USS O’KANE (DDG 77), an Aegis BMD destroyer.
