PROFESSIONAL EXPERIENCE

Colonel Faulkner supports clients in U.S. and global business strategy and growth efforts, leveraging his expertise in defense innovation, technology, and Department of Defense (DoD) Indo-Pacific operations.

Prior to joining The SPECTRUM Group (TSG), Colonel Faulkner served a more than 30-year career as a senior military officer and DoD Senior Executive (SES) advising senior DoD officials in the U.S. Indo-Pacific Command (USINDOPACOM) area of operations. An Indo-Pacific subject matter expert, he has authored works and lectured on China and Asia, and advised on significant U.S. policies, capabilities, and strategies, including the Pacific Defense Initiative, the USINDOPACOM Integrated Priority List, joint war plans, and counter-malign campaign plans. Colonel Faulkner has also advised on key DoD innovation and technology efforts, including programs in artificial intelligence and machine learning (AI/ML), 5G, information superiority, energy, intelligence, space, cyber, surveillance, reconnaissance, and targeting.

Colonel Faulkner supported numerous key programs in Director and senior advisor roles with U.S. Special Operations Command Pacific (SOCPAC), U.S. Pacific Command (USPACOM), and key partner agencies. His work included securing $800M for the Joint Data Exploitation Center and overseeing the development and construction of a $50M unmanned aerial systems (UAS) campus and a $10B South Korea military project. Colonel Faulkner served as a planner for U.S. Cyber Command (USCYBERCOM) and the National Security Agency (NSA). He also planned and programmed the build-out of Special Operations maritime and unmanned vehicles’ capabilities and technology deployments for global, sensitive missions.

In addition to his work at TSG, Colonel Faulkner is a professor at the Naval War College and serves as a senior advisor to Hawaii state, local, and Congressional delegations.
