PROFESSIONAL EXPERIENCE

Colonel Flanagan delivers current experience with senior Army leadership, especially in acquisition and logistics. He supports clients working in Army and Defense acquisition with his 25 years of experience in ground combat vehicles, modeling and simulation, and enterprise resource planning (ERP).

Prior to joining The SPECTRUM Group, Colonel Flanagan served as a Client Relationship Executive and Regional Director at LMI, supporting government clients with logistics, advanced analytics, and management advisory services. Previously, he served as Vice President, Training Solutions and Services at CACI Federal, leading a 400-person division delivering Department of Defense (DoD) training solutions.

In his 27-year U.S. Army career, Colonel Flanagan served in a variety of armor and acquisition roles, culminating in his serving as Project Manager for Training Devices (PM TRADE) for U.S. Army PEO Simulation, Training, and Instrumentation (STRI). Previously, he served as Product Manager for U.S. Army Abrams Tank Systems, with responsibility for the lifecycle management of the tanks for the U.S. Army and foreign military sales (FMS) to Australia, KSA, Kuwait, and Egypt. Colonel Flanagan’s staff assignments included serving as Deputy Chief of Staff (DCS) for Operations, U.S. Army Research and Development Command, and as the Military Assistant for Acquisition to the Secretary of the Army.

In addition to his work at The SPECTRUM Group, Colonel Flanagan serves as a Civilian Aide to the Secretary of the Army (CASA). He also serves as a board member of several DC-area veteran service organizations and an advisor to the Virginia Chamber of Commerce Veteran and Military Affairs committee.
