PROFESSIONAL EXPERIENCE

Captain Maxwell supports clients in Navy and Defense program management, quality engineering, and business development domains, leveraging his expertise and networks gained from more than 40 years of experience leading and supporting high-performing organizations in the U.S. Navy and private sector.

Prior to joining The SPECTRUM Group (TSG), Captain Maxwell served as Executive Vice President for Defense Programs at AURA Technologies, where he led federal business development and strategic partnerships. There, he created TrustedDM, a patented micro-segmented digital air gap cybersecurity appliance permitting connectivity of untrusted information technology / operational technology (IT/OT) networks. As Program Manager for the Tiger Shark unmanned aerial system (UAS) and the Persistent Ground Surveillance System (PGSS), he developed, delivered, and sustained rapid deployment-capable solutions to the warfighter. Captain Maxwell also delivers more than 15 years of experience in defense and commercial manufacturing and healthcare quality engineering, leading programs supporting clients in achieving LEAN/Six Sigma, ISO-9001 and ISO-9002, MIL-Q-9858 and MIL-I-45208, and related quality, process, audit, and technical standards.

Captain Maxwell’s 36-year U.S. Navy career culminated in his serving as the military director leading implementation of additive manufacturing and digital thread technologies for the U.S. Navy and Marine Corps. Previously, he served as Program Manager for the Intelligence, Reconnaissance, and Surveillance (ISR) and Joint Improvised Explosive Device Defeat Organization (JIEDDO) – now Joint Improvised-Threat Defeat Organization (JIDO) – for the Joint Rapid Acquisition Cell (JRAC) at the Pentagon. Earlier, Captain Maxwell served as Program Manager (AIR 4.5X) for PGSS and the Tiger Shark UAS/UAV platform.
