PROFESSIONAL EXPERIENCE

Colonel Cartwright supports clients at The SPECTRUM Group in business development, logistics, aviation strategy, and global sustainment initiatives across both federal and commercial markets.

Prior to joining The SPECTRUM Group, Colonel Cartwright served as Vice President of Maintenance and Logistics at Top Aces, where he led the integration of the world’s first commercially owned F-16 fleet into U.S. government service. In this role, he directed the acquisition, international transport, and restoration of 29 F-16 aircraft, secured a major U.S. government contract, and established a Foreign Military Sales (FMS) maintenance training program supporting partner nations worldwide. His leadership enabled the rapid stand-up of a fully operational F-16 enterprise, including workforce development, supply chain integration, and sustained flight operations.

Colonel Cartwright completed a distinguished 29-year career in the United States Air Force, culminating as Inspector General at Air Force Materiel Command (AFMC) headquarters. In this capacity, he provided strategic oversight of policy, operational compliance, and readiness across a military and civilian workforce supporting a $62B annual mission. Earlier assignments included Aircraft Maintenance Group Commander roles in Korea and Alaska, as well as leadership of the Air Force Repair Network Integration Program.
