PROFESSIONAL EXPERIENCE

Colonel Snow supports clients in defense, national, and homeland security business development, including strategic partnerships, public-private partnerships, and strategic planning and implementation. He has extensive experience supporting clients in government relations and legislative affairs with Congress and the Department of Defense.

Prior to joining The SPECTRUM Group, Colonel Snow served as Deputy Assistant Secretary of the Navy for Installations and Facilities, managing an $8B annual operating budget and holding primary responsibility for installations, facility support and sustainment, construction, and Navy and Marine Corps energy. He led the Navy/Marine Corps’ involvement in major reuse for the Congressional BRAC, oversaw the Navy’s renewable energy program, and refined the Department of the Navy Energy Plan.

Colonel Snow was previously appointed as Special Assistant for Installations, Environment, and Intergovernmental Affairs in the Office of the Assistant Secretary of Defense for Legislative Affairs, where he conducted liaison for Congressional Members and staffs on DoD Africa/Middle East international affairs policy, and developed the DoD’s Capitol Hill BRAC strategy/policy communications.

Colonel Snow previously served as the Director of Federal Business Development for Sonic Foundry, where he expanded federal agency access for product placement and built strategic partnerships. Colonel Snow served a 24-year U.S. Marine Corps career, serving his last assignment as the Manpower and Reserve Affairs Officer in the Office of Legislative Affairs. His operational and staff assignments included serving more than 100 combat flight hours and serving as the first Head of Reserve Affairs at the Marine Corps University.

In addition to his work at The SPECTRUM Group, Colonel Snow is the Founder and EVP of Trans-Gen Energy, a SDVOSB supporting the DoD and Defense Logistics Agency (DLA) with petroleum delivery. He also serves on the Boards of Directors of Schneider Electric (GSC) and Young Marines.
