Alexandria, Va. – September 11, 2023 – The SPECTRUM Group (TSG) is pleased to announce that Captain Karl Cooke, U.S. Navy (Ret.) has joined its firm. Captain Cooke delivers a strong background in Navy, technology, international programs, and government relations, making him a valuable addition to TSG.

Captain Cooke brings to TSG more than 20 years leading and executing strategic initiatives in the public and private sectors. His expertise in NATO common funding and procurement, inter- and multi-national strategy and business development, and international negotiation and diplomacy adds new dimensions to TSG’s International Center of Excellence and Naval & Missile Defense Team capabilities.

“Captain Cooke brings a wealth of international, global defense, and business acumen to TSG,” said Co-Lead of TSG’s International practice area, Dr. Jon Waldrop. “His professional experience and superior understanding of the international, civil, and defense marketplaces are welcome additions to TSG and our clients.”

Prior to joining TSG, Captain Cooke served as the Vice President of Naval Operations for Future Technologies, leading engineering and IT support programs for U.S. federal customers. Previously, as Corporate Director for International Programs at Northrop Grumman, he led a portfolio including a $1B U.S. Coast Guard project, $100M of integrated air and missile defense and radar programs with Poland and Norway, and $50M of global cyber cross-domain solution capital investment.

Captain Cooke’s U.S. Navy career culminated in his serving as Division Chief, Western Europe and the Balkans, supporting the Joint Staff in implementing strategic plans and policy for bilateral relations with 30 western European countries. He also previously served as Chief of Staff, International Programs Office, leading implementation of all international Navy programs including security assistance, technology transfer, and military education, and facilitating $5.5B in new foreign military sales (FMS) acquisition.
