Alexandria, Va. – March 5, 2024 – The SPECTRUM Group (TSG) is pleased to announce that Rear Admiral Putnam Browne, U.S. Navy (Ret.) has joined its firm. Admiral Browne delivers decades of experience in naval-focused domains, with expertise in modeling and simulation, aviation, weapons systems, and platforms, together with associated program strategy, implementation, leadership, and organizational culture.

Prior to joining TSG, Admiral Browne served as Director, Assessment Division, CNO Staff, leading modeling and simulation (M&S) and evaluation efforts for integrated systems and multi-domain autonomous and manned platforms. As Director, Navy’s 21st Century Sailor Office, CNO Staff, he led 32 Navy-wide programs, including implementation of Navy Task Force One (TF1N), focused on diversity, equity, and inclusion (DE&I) improvements, and the Navy Office of Women’s Policy, addressing female Sailor-focused concerns.
Earlier, Admiral Browne served as the Executive Officer, Air Warfare Branch for the Director of Operational Test and Evaluation (OT&E) in the Office of the Secretary of Defense (OSD), leading analysis and reporting on major defense acquisition programs and weapons systems to Congress and senior DoD leadership. He commanded the USS ABRAHAM LINCOLN (CVN-72), USS GREEN BAY (LPD-20), and STRIKE FIGHTER SQUADRON 34 (VFA-34), and served as Executive Officer, USS CARL VINSON (CVN-70).
