PROFESSIONAL EXPERIENCE

Captain Oliver supports clients in Navy and undersea warfare program management domains, leveraging his deep expertise and networks gained from more than 40 years of experience leading and supporting high-performing organizations in the U.S. Navy and private sector.

Prior to joining The SPECTRUM Group (TSG), Captain Oliver served as the Executive Director of the Naval Submarine League, where he collaborated with Navy undersea warfare active duty and civilian leadership to create classified and unclassified symposiums and seminars to develop and advance the Navy’s agenda, as well as facilitated undersea warfare business networking among organizational members. Previously, he served as a Senior Associate and Manager of Submarine Programs for Booz Allen Hamilton.

Captain Oliver’s 26-year U.S. Navy career culminated in his serving as Commanding Officer of the USS Glenard P Lipscomb (SSN 685). He also served as the officer in charge of the NAVSEA Combat Systems Engineering Center and as Deputy Program Manager for Combat Systems, SEAWOLF Submarine Class (SSN-21).
