Mr. Sligh supports clients in disaster, emergency, and crisis management arenas and in the energy sector with his significant expertise in offshore renewable energy and conventional energy spaces.
Prior to joining The SPECTRUM Group (TSG), Mr. Sligh served as the Director of the Bureau of Safety and Environmental Enforcement (BSEE) for the Department of the Interior (DOI), where he led its conventional energy and offshore wind market business. Previously, he served as the Regional Administrator (Acting) and as the Deputy Regional Administrator for Region 5 of the Federal Emergency Management Agency (FEMA), where he led administration of FEMA’s provision of more than $6B in Stafford Act funding to disaster survivors, states, and localities. Mr. Sligh also previously served as the Deputy of the Coast Guard’s Office of Marine Environmental Response at the headquarters of the U.S. Coast Guard (USCG). Earlier, he served as the Director for Response Policy for the National Security Council at the White House, where his work included shaping national response and recovery efforts for hurricanes Harvey, Irma, and Maria, facilitating cross-functional teams within the federal interagency before, during, and after incidents.
Mr. Sligh served a 24-year U.S. Navy and USCG career, including 10 years as a commissioned officer. He deployed multiple times in support of the USCG response to the Deepwater Horizon tragedy, leading more than 40,000 responders during the height of the response. Mr. Sligh also deployed multiple times to hurricanes Katrina, Rita, Gustav, and Michael in various senior leadership roles.
