PROFESSIONAL EXPERIENCE

Captain Shields applies his extensive international logistics experience to support clients in NATO business, structure, contracting, and operational processes and DoD weapons system and acquisition logistics and supply chain efforts. He delivers significant expertise in NATO program management and contracting processes and is certified as a U.S. Defense Acquisition Logistics Level 3 Program Manager.

Prior to joining The SPECTRUM Group, Captain Shields served as a Deputy Director and Program Manager at the NATO Support and Procurement Agency (NSPA). There, he oversaw the Supply Chain and Weapons Systems Support Directorate and led the Support to Operations Program, providing multinational logistics support to NATO forces including airfield operations, fuel management, real life support, base and engineering support, and construction in Afghanistan, Kosovo, and throughout Europe. Previously, Captain Shields served as a Senior Principal and Logistics Analyst for the Littoral Combat Ship and Mission Module Logistics (N4 and NAVSEA PMS420 / 505L) for CACI International.

Captain Shields served a 30-year U.S. Navy Supply Corps career encompassing extensive hands-on foreign military sales (FMS) experience, including the M1A1 Tank Program, FA-18 Strikefighter, Apache Helicopter Program, Patriot Missile Program, Special Operations equipment and weapons, numerous naval vessels, and associated U.S.-based training. His key roles included serving as Commanding Officer, Naval Supply Systems Command (NAVSUP) Logistics Operations Center and as Chief of Staff, NAVSUP.
